1 was at the Costco located at 1616 Hammer today for a service request. I asked the fuel
supervisor about how spills are cleaned up and he said they use FM-186. He said the procedure
is to spray the spill, scub the area, and then absorb it with a pad. Additionally, he said they re-
spray the pad with FM-186. He said their protocol is to check the pad for odors. If there are odors
then the pad is disposed of as hazardous waste. If the odors are gone then they dispose of it in
the garbage.
They did have a hazardous waste drum onsite and pads where in it along with fuel filters.
I informed the supervisor(Mr. Mederios)that EHD has issue with the use of FM-186 and that the
waste should be handled as hazardous unless Costco has done testing to prove otherwise. Mr.
Mederios said he would speak to Ed Navarro at corporate and let him know of our issue and find
out what corporate will require. I informed Mr. Mederious that the next time they have a spill we
would be willing to come out and test the waste.
I asked Mr. Mederios for a copy of the spill clean up protocol and he said he would fax it to me.
This UST facility is due for an annual inspection at the end of the month, at which time I will do a
hazardous waste inspection.
1 reviewed the facilities spill response procedures at it states:
The spilled hazardous substance should be immediately collected or absorbed and disposed of in
accordance with all applicable laws and regulations.
