Hazelton Ave. PERMIT/SERVICES <br /> Stockton, CA 95205 <br /> Dear Inspector McCartney, <br /> This letter is to call your attention to two items on your March 2, 2017 Underground Storage Tank <br /> Program Inspection Report for the Costco gas station located at 1616 E. Hammer Lane in Stockton. <br /> As per our warehouse manager's response letter dated March 8,enclosed for your convenience,we co <br /> rrected the errors in the site map of our sensors,and replaced the faulty interstitial sensor. <br /> Violation: "Secondary containment not constructed to prevent water intrusion." <br /> We believe that the dampness observed in our tank sumps(between "a quarter cup" and "an eighth cup") <br /> is due to condensation and not water intrusion. Significantly,the liquid sump sensor is in the lowest point <br /> of the sump, so the moisture was not sufficient to trigger a liquid alarm. As such, since it appears the <br /> sensor was placed correctly, was working properly,and did not alarm, it follows there was not a water <br /> intrusion and therefore no violation. According to the report, and confirmed by our tester Alltech Petro, <br /> the sensors were not moved from their current, correct positions. We respectfully request removal of this <br /> violation from our record. <br /> Comment: "When these three spill containers fail they shall be replaced with a spill container that <br /> has a minimum capacity of five gallons..." <br /> The Phil-tite spill buckets at our Stockton gas station are state-approved and EVR-compliant, and have <br /> been in place since the station opened in 2004. We understand that if they fail we have the right to repair <br /> them rather than automatically replace them. If this is not correct and these spill buckets are no longer <br /> approved equipment, please provide us with the regulatory citations so that we may review and change <br /> our procedure if warranted. <br /> Costco cares deeply about our compliance record at all our locations.
