San Joaquin County Public Health Services
Environmental Health Division
June 7, 1999
Page 3
WORKPLAN ELEMENTS
In order to achieve regulatory closure for this UST site, the following tasks will be completed. All
tasks will be completed in accordance with applicable local, State, and Federal guidelines and
statutes.
Onsite Re-Use of Stockpiled Soil
The stockpiled soil will remain on plastic sheeting on asphalt and will remain covered with plastic
sheeting until construction grading begins on the new Tiger Lines parcel to the north. The soil will
then be mixed with clean imported soil and used on this north parcel as surface grading and fill
material. Virtually the entire north parcel will be covered either with asphalt or concrete. Thus, once
compacted into place, the soil will be essentially encapsulated near the ground surface, and will not
pose a threat to underlying groundwater.
Verification Soil Sampling.
Verifications soil sampling will be conducted adjacent to the former south fuel dispenser. Soil
sampling will include the following tasks.
Task 1 Conduct drilling and sampling activities. Two soil borings will be drilled
immediately adjacent to the former south dispenser island down to native soil, expected to
be at about six feet in depth, using hand auger equipment. One soil sample will be collected
from each boring, and each boring will then be backfilled with cuttings, followed by concrete
grout to match existing surface grade. Each soil sample will be collected in a brass sampling
tube using a drive sampler. After the drive sampler is brought to the surface, the filled brass
tube will be capped with teflon strips and plastic end caps, labeled, wrapped tightly with
tape, and immediately placed on ice for transport to the analytical laboratory under formal
chain-of-custody. All sampling equipment will be thoroughly cleaned and decontaminated
between each sample collection by triple rinsing first with water, then with dilute tri-sodium
phosphate solution, and finally with distilled water.
Task 2 Conduct laboratory analyses. Two soil samples will be analyzed for the following
parameters
USEPA 8015M Total Petroleum Hydrocarbons as Diesel (TPH-D)
USEPA 8020/602 Benzene, Toluene, Ethylbenzene, Xylenes (BTEX)
All analyses will be conducted by a California-certified analytical laboratory with two-week
tum around on lab results.
GRIBI Associates
