San Joaquin County <br /> Daphne Shaw City of Stockton <br /> Harvey Williams,Ph.D. San Joaquin County <br /> In late 1983, the Governor signed into law AB 2013 and AB 13152 which <br /> required the registration, inspection and permitting of all underground <br /> storage tanks containing hazardous materials. The original legislation, <br /> however, excluded from regulation underground storage tanks containing <br /> motor vehicle fuels which were located on farms. <br /> In 1986, AB 2920 was passed which broadened the definition of regulated <br /> underground storage tanks to include those previously excluded farm <br /> tanks which were greater than 1,100 gallon capacity. The San Joaquin <br /> Local Health District will implement this required regulation of farm <br /> underground storage tanks greater than 1,100 gal. capacity beginning <br /> July 1, 1989. <br /> Local fees (SEE ATTACHED FARM UNDERGROUND STORAGE TANK FEE SCHEDULE), <br /> for these required inspectional services, will be billed on a annual basis. <br /> In addition to the annual inspectional fee, this- statement al-so includes s <br /> $56.00 per tank State surcharge fee. All State surcharge fees will be <br /> forwarded by the San Joaquin Local Health District to the California <br /> State Water Resources Control Board. <br /> Enclosed is the Sar, Joaquin Local Health District - Environmental Health <br /> Division billing statement for farm tanks greater than 1,100 gallons• at <br /> your facility. <br /> As the farm tank owner, you have two options available regarding fee <br /> payment: <br /> 1. Submit the active tank fees within 60 days and continue <br /> active farm tank status. As the tank owner, you will be <br /> responsible for all permitting and monitoring requirements, as <br /> specified in the California Underground Storage Tank <br /> Regulations, or <br /> 2. Submit a completed tank closure plan and tank closure fees <br /> ($90.00 per tank) within 60 days. If the tank closure plan and <br /> closure fees are submitted within 60 days, active tank fees <br /> do not have to be paid. Tank closure plan guidelines are <br /> available at the San Joaquin County Farm Bureau and the San <br /> Joaquin Local Health District - Environmental Health Division. <br /> Regardless of the option chosen above, fees are due and payable by <br /> September 1, 1989 (60 days).
