..d <br /> ng <br /> ADDENDUM A I <br /> NVIROMENTAE HEALTH <br /> The purpose of this addendum is to clarify some points in t e R" J33le�KV(CE$ <br /> submitted to the San Joaquin County Health District by Canonie Environmental <br /> Services Corp. (Canonie) on behalf of Southern Pacific Transportation Com- <br /> pany (SPTCo. ) . The workplan outlines the regulations and procedures to be <br /> followed while performing the work necessary to remove underground storage <br /> tanks from two locations in Stockton, California. Unless site conditions <br /> change, the following clarifications will be followed: <br /> Canonie will notify all local officials responsible for underground <br /> tank programs at least 48 hours prior to the commencement of field <br /> operations. <br /> Following the procedures outlined in Section 2.3 of the workplan, the <br /> on-site representative from the health department will obtian soil <br /> samples at least one foot below the backfill material, under the fill <br /> pipe and bung. Additional samples will be collected as needed from <br /> under the tank, from the area below each joint of the tank piping, and <br /> one sample for every twenty lineal feet of piping. <br /> A modified EPA Method 8015 will be used to analyze samples for Total <br /> Petroleum Hydrocarbons (TVPH) . <br /> Based on the results of the soil sample analyses, the field engineer, <br /> in consultation with the health department, will make a decision about <br /> the need for additional excavation as well as alternative or future <br /> remedial actions. <br /> Following the procedures in Sections 2.2 and 2.4 of the workplan, the <br /> tanks will be rendered inert by adding dry ice at a minimum of 15 <br /> pounds per 1,000 gallons of tank volume. <br /> SPTCo. will be responsible for removing and disposing of all product <br /> from the underground storage tanks and product lines. If a tank has <br /> not been emptied, a licensed removal and transportation contractor will <br /> be brought to the site for removal and disposal of the tank contents. <br /> PFS Waste Control Services, Inc. (PFS) , EPA #CAD98116445, DHS #704144 <br /> will triple-rinse the tanks on-site. The rinsate will be containerized <br /> in 55-gallon drums and transported as manifested hazardous waste to an <br /> approved TSD facility or a Class 1 landfill. The cleaned tanks will be <br /> transported to a scrap yard under a bill of lading, and a certificate <br /> of destruction will be acquired for each tank. <br /> CanomeEnvironmental <br />
