08:25;92 08:43 $916 '+66 7013 SACRAMENTO Q004/011 <br /> KLEt ',rELDER <br /> PROPOSED SOIL ASSESSMENT TO ABANDON AN UNDERGROUND TANK <br /> REQUEST FOR PROPOSAL 92-3 <br /> SAN JOAQUIN COUNTY <br /> STOCKTON, CALIFORNIA <br /> 24-YP2592 <br /> April 23, 1992 <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this proposal to San Joaquin County Purchasing Division. <br /> This proposal was developed after discussion with you and is a preliminary understanding <br /> of San Joaquin County's desires. Kleinfelder is committed to providing quality service to <br /> its clients, commensurate with their wants, needs, and desired level of risk. If a portion of <br /> this proposal does not meet the needs of San Joaquin County Purchasing Division, or if <br /> those needs have changed, Kleinfelder will consider appropriate modifications, subject to <br /> the standards of care to which we adhere as professionals. Modifications such as changes <br /> in scope, methodology, scheduling, and contract terms may result in changes to the risks <br /> assumed by San Joaquin County, as well as adjustments to our fees. <br /> The site is located at 24 S. Hunter Street in Stockton, California. A 20,000-gallon <br /> underground diesel storage tank is located at the site. The tank is located beneath the <br /> grass between the west side of the Courthouse Annex Building and the sidewalk of <br /> S. Hunter Street (Plate 1). <br /> The tank was installed in the 1980's and recently failed a tank test. There has been no <br /> record of a product loss during product inventory reconciliation. <br /> San Joaquin County has discontinued use of the tank and the remaining product has been <br /> removed from the tank. The tank edge is approximately 5 feet from the west side of the <br /> Annex Building and less than 5 feet from the sidewalk and S. Hunter Street. Due to the <br /> size of the tank, the size of the excavation that would be required to remove the tank, and <br /> the proximity of the building and the street, San Joaquin County is seeking approval to <br /> rinse and properly abandon the tank inplace. <br /> SCOPE OF SERVICES <br /> Task 1 - Work Plan and Permit Submittal <br /> It has been Kleinfelder's experience that this proposal contains sufficient detail and 1� <br /> information to be submitted to the San Joaquin County Public Health Services J(e <br /> Environmental Health Division (SJCEHD) to review and approve a boring permit. <br /> Therefore, there will not be an additional charge for work plan preparation. Kleinfelder <br /> will prepare a boring permit application and a health and safety plan for submittal along <br /> with this proposal to Public Health Services.
