RECENED
FEB 2 R 2007
February 19, 2007
SAN JOAOUIN COUNTY
ENVIRONMENTAL HEALTH DEPT.
Donna Heran,REHS
Environmental Health
304 E. Weber Avenue,
Third Floor
Stockton CA 95202
I purchased my home at 2514 Juliet Road in Stockton in December 1984. At the time of
purchase my home contained a fuel service tank. I was not notified in real estate
disclosures nor from the county, that this tank had to be registered. However, I recently
received a bill in the sum of$5,000 and another for$1,039,both for past due fees and
non-registration penalties. When I received this bill, I was told that the registration law
had come into effect in January 1984,the same year that I purchased my home. At the
time that I purchased my home, I was married and supported by the income of my
spouse. However,I am now divorced and my ex-husband has been deceased for some
time;I am also close to becoming a senior citizen. I have been employed since my
divorce;however, I make less than$20,000.00 per year. Please consider my financial
circumstances as I ask that if not all but part of my past due fees and non-registration
penalties be removed. Further, if any fees can be removed, I would like to request to pay
the fees in an installment schedule, as I do not have a large amount of money that I can
depart with at one time.
Thanking you in advance,
Rosario Costilla.
