SEC <br /> September 16, 1999 <br /> Project 077.41741.500 <br /> Ms. Margaret Lagorio <br /> San Joaquin County Environmental Health Department <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> Re: Removal of USTs, Product Lines, and Dispensers <br /> ARCO Service Station#434 <br /> 501 West Kettleman Lane <br /> Lodi, California <br /> Dear Ms. Lagorio: <br /> SECOR International Incorporated (SECOR) has prepared this letter on behalf of ARCO <br /> Products Company(ARCO) to document the excavation and removal of three fuel <br /> underground storage tanks (USTs), and associated product lines and dispensers at the site <br /> referenced above (Figures 1 and 2). This work was performed as part of the product line <br /> upgrade and UST removal activities referred to in the Work Plan for Soil Sampling <br /> during Product Line Upgrade, dated March 16, 1999, and an Addendum to this work <br /> plan dated May 10, 1999. <br /> SITE BACKGROUND <br /> The site is located at the northwest comer of Kettleman Lane and Hutchins Street in <br /> Lodi, California (Figure 1). Site facilities include an operating service station that retails <br /> gasoline fuel and an AM/PM mini-mart. <br /> In December 1986, a product line leak of approximately 870 gallons of gasoline was <br /> reported at the site. From April 1987 through May 1990, Brown and Caldwell (B&C) <br /> installed 12 groundwater monitoring wells to assess the extent of the hydrocarbon impact <br /> in soil and groundwater beneath the site. Additionally in 1990, B&C installed eight soil <br /> vapor extraction wells, one groundwater extraction well, a soil vapor extraction system <br /> (SVE), and a groundwater extraction system(GWE). <br /> Based on low influent concentrations into the SVE and GWE systems, and the low to <br /> nondetectable concentrations of hydrocarbons in groundwater beneath the site, B&C <br /> requested site closure in 1996, and received site closure from the San Joaquin County <br /> Department of Environmental Health. <br /> 9912 Buaiiws,Park Drier. finite 100.
