Box 2048 <br /> Stockton, CA 95201 <br /> RE: Underground Storage Tank removed from Southern Pacific Railroad Property <br /> located in crosstown freeway right-of-way between Lafayette and Washington <br /> Streets, Stockton, CA <br /> This letter is written to summarize our meeting in the San Joaquin Local Health <br /> District office on April 1 , 1986, regarding the site assessment and responsibility <br /> for cleanup of contamination at the above noted site. <br /> It was indicated by you that the Southern Pacific Railroad Company still has legal <br /> title to the property on which the tank was located and will have ultimate <br /> responsibility for any environmental cleanup at that site. However, you indicated <br /> that the State Department of Transportation (Cal-Trans) negotiated an easement over <br /> the Southern Pacific property and as part of that negotiation, assumed responsibility <br /> for removal of the underground storage tank. <br /> At the present time, it was indicated by you that Cal -Trans would agree to have <br /> several soil borings done in the area of the now backfilled tank excavation. These <br /> borings would be performed as directed by the regulatory agencies with appropriate <br /> soil sampling and analysis. However, you indicated that Cal-Trans objected to the <br /> installation of any groundwater monitoring wells to ascertain whether or not there <br /> has been nigration of contaminants to the groundwater under the former tank location. <br /> As per our discussion, we have contacted Mr. Gordon Lee Boggs of the Central Valley <br /> Regional Water Quality Control Board and by copy of this letter, are referring your <br /> proposal to that agency. We are also sending him a copy of the contract information <br /> which was submitted to this office describing the work to be performed by your <br /> environmental contractor.
