Wade Jogl Khanna, M.D., M.P.H., District Health Officer San Joaquin County <br /> Mary Anna Love San Joaquin County <br /> March 25, 1986 `?'y" � ' ' <br /> State Department of Transportation <br /> P 0 Box 2048 <br /> Stockton, CA 95201 <br /> Atten : Preston Kelley <br /> District Director of Transportation <br /> RE: Underground Storage Tank removed from Southern Pacific Railroad Property <br /> located in crosstown freeway right of way between Lafayette and 'Washington <br /> Streets , Stockton, CA <br /> The following is a summary of the site evaluation status and remedial actions at the <br /> above noted site and a proposed agreement for future site management: <br /> On December 12, 1985, a 10,000 gal . underground storage tank was removed by 0.H. <br /> Materials (OHM) under permit and inspection of the San Joaquin Local Health District. <br /> The tank, which was actually a 35 ft. long by 7.5 ft. diameter railway tank car <br /> with a bottom valve, had a poorly identified past history but had contained diesel <br /> and possibly waste oil . Residual diesel in an oily matrix (250 gal . ) had been <br /> removed from the tank by OHM on December 9, 1985 (see analysis results on contents <br /> dated 12-10-85) . <br /> Soil samples were collected from the tank excavation by OHM personnel and analysis <br /> requested for benzene, toluene, xylene, total hydrocarbons by GCEID and PCB' s. <br /> Diesel odor and discoloration were noted in the soil beneath the tank but no visible <br /> holes were noted in the tank. <br /> Results of the analysis for total hydrocarbons were ND at 1.0 ppm and 260 ppm at the <br /> south end of the excavation and 2600 ppm in the north portion of the excavation (see <br /> laboratory ,results received December 31 , 1985). <br /> The State Department of Transporation (Cal-Trans) was given the option of excavating <br /> the contaminated soil (visible and odor) and resampling to verify adequate clean up <br /> (see inspection report of January 10, 1.986) . Approximately 35 cubic yards of soil <br /> were removed from the excavation by OHM on January 21, 1986, and two soil samples <br /> were collected from the bottom of the excavation. The odor of diesel was still <br /> present in the soil collected for sampling, however, the Cal -Trans representative <br /> elected to proceed with analysis because the soil removal equipment had been <br /> removed from the site. <br />
