Leland Hall , Director <br /> Environmental Health Division <br /> Dear Dr. Khanna: <br /> This letter serves as our reply to your letters of March 25 , <br /> 1986 and April 4 , 1986 regarding the removal of the underground <br /> tank on Southern Pacific Railroad property in the path of the <br /> Stockton Crosstown Freeway. <br /> Your April 4 letter referred the matter of groundwater testing <br /> beneath the site of the now removed tank to the Central Valley <br /> Regional Water Quality Control Board. Consequently, on April 14 , <br /> several members of my staff and I met with Mr. Tom Pinkos , <br /> Mr. Gordon Lee Boggs and Mr. Paul Jepperson of the CVRWQCB to <br /> discuss the requirement for groundwater testing. <br /> The representatives of the CVRWQCB felt that it was necessary <br /> at this time to sample the groundwater to determine if hydrocarbons <br /> do exist in the groundwater directly beneath the site of the <br /> excavated diesel tank. They suggested that this information was <br /> needed only to determine if further site analysis was necessary and <br /> that further testing and/or clean up would be the responsibility of <br /> property owner. They also felt that it was appropriate to obtain <br /> this information before freeway construction at this site. It was <br /> agreed that a well would be installed directly through the area of <br /> highest soil contamination and that the groundwater would be sampled <br /> and analyzed. This well would remain open for sampling only until <br /> actual construction of the freeway requires use of the site. It <br /> is estimated that a well could be installed by approximately May 1 <br /> and that it could remain open until about June 1. When required <br /> by the freeway construction schedule, the well would be abandoned <br /> and sealed in accordance with local requirements for well abandon- <br /> ment. <br />
