1. 0 INTRODUCTION <br /> O.H. Materials (OHM) was contracted by the State of <br /> ,,California Department of Transportation, District 10, to <br /> remove and dispose of an underground storage tank, to conduct <br /> a site investigation for contaminated materials, and if <br /> required, remove and dispose of contaminated soil . The tank <br /> was located at the Stockton Crosstown Freeway right of way <br /> between Washington and Lafayette Streets at the Southern <br /> Pacific Railroad track east of Aurora Street in Stockton, <br /> California. The scope of work included: <br /> o erection and removal of a protective fence <br /> o product removal <br /> o tank removal and disposal <br /> o removal and disposal of a concrete island, <br /> slab, piping and pump <br /> o collection and analyses of soil and water <br /> samples <br /> o backfilling and compaction of excavation <br /> o preparation of Site Investigation report <br /> 2 . 0 BACKGROUND <br /> The underground storage tank was located in a railyard <br /> and was owned by Southern Pacific Transportation Company who <br /> used it to store diesel fuel and, may have stared waste oil <br /> there in the past. The tank was to be removed due to its <br /> location in a Caltrans right-of-way for a new highway. on <br /> December 10, 1985 , 250 gallons of residual diesel in an oily <br /> matrix were removed by OHM. On December 12 , 1985 , a 10, 000 <br /> gallon tank was removed by OHM under permit and inspection of <br /> the San Joaquin Local Health District inspector, Laurie <br /> Cotulla. The tank was discovered to be a railway tank car <br /> with a bottom valve. The dimensions of the tank were 35 feet <br /> long and 7 . 5 feet in diameter. <br /> OHM personnel collected soil samples from the tank <br /> excavation to determine whether leakage from the tank had <br /> occurred. Analyses of the soil samples included total <br /> hydrocarbons as requested in the California Department of <br /> Transportation contract, plus benzene, toluene, xylene, and <br /> PCB' s as requested by the San Joaquin Local Health District <br /> (see Appendix B) . <br /> Diesel odor and discoloration were noted in the soil <br /> beneath the tank but no visible holes were observed in the. <br /> tank. <br />
