It shall be done in accordance with the "General Specifications for Service Contracts" of the Department of Transportation, dated.1981, hereinafter referred to as "General Specifications;' andin accordance with the following special provisions.and proposal, and the proposed"Form of Contract' (Form ) PROPOSAL REQUIREMENTS AND CONDITIONS If bond security accompanies the bid, it shall be inserted with the bid under seal.. Bids: in excess of $25 , 000 ,.. performance and payment bonds will be required, each. equal to one-half of the contract amount.. A' bidders bond will be. required of any- proposal submitted.. he General Sections 1 through 10 of t Specifications and the Demolition and, .Removal Details. in these Special Provisions shall apply. The Standard Specifications , dated July, 1984 , shall apply where mentioned. The bid of any contractor who is currently in default with Caltrans on a-contract already awarded may be regarded as:nonresponsive and may be rejected. Default is defined as being within.a period-of liquidated damages on uncompleted work or under notice to begin or complete a contract where work has not commenced or was suspended-without cause. AWARD;OF CONTRACT The contact will be awarded to the responsible bidder who submits the lowest bid. However, any bid not deemed in the State ' s best interest may be rejected. TIME FOR COMPLETION AND LIQUIDATED DAMAGES The Contractor shall begin work by the date specified in the Contract-Administrators letter informing him that the contract has been approved, and shall diligently prosecute the work so that. all the work shall be completed before the expiration of consecutive working days including the specified starting date. The Contractor shall.notify the Const uction Office 1976 E. Charter Way, Stockton, CA (Contract Administrator) 95205 , (209) 948-7849 (Addrea and telephone number) at least 24 hours in advance of starting work. In addition to any penalties prescribed herein, should the Contractor fail to commence work within five (5) working days after notification of the starting date, or suspend work for a period of five (5) continuous working days after work has begun, the State may provide five (5) days written notice, posted at the job site or mailed to the Contractor, to timely prosecutc and complete the work or the contract may be terminated and penalties of$ 5()Cl assessed for administrative costs for rebidding the work. In addition, the Contractor shall be liable to the State for the difference between the Contractors bid price and the actual cost of performing the work by the second low bidder or by another contractor. The Contractor shall pay to the State of California $ 100 for each and every calendar day's delay in finishing the work in excess of the number of working days prescribed above. DASQBM-1501(REV.9182)
