All monitoring equipment shall be <br /> maintained to activate an addible and visual alarm or stop the flow of product at the dispenser when it detects a <br /> leak. The technician adjusted and cleaned the floats and chains in the above dispensers. He retested the floats and <br /> chain and verified functionality. <br /> This was corrected on site. <br /> This is a repeat violation, Class ll. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the dispenser 11112 and 9110 under dispenser containment sump. If water could enter into <br /> the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately <br /> remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it <br /> accordingly. Ensure that the under dispenser containment in dispenser 11112 and 9110 is maintained free of liquid. <br /> Technician removed liquid from the under dispenser containment from dispenser 9110 and 11112 after he tested the <br /> floats and chains. <br /> This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 111012018. <br /> Documents reviewed: Monitoring system certification report, Secondary containment testing report, Employee <br /> training log. Designated operator monthly reports, alarm history and set up, monitoring plans, response plan, <br /> and financial responsibility, letter from chief financial officer, current permit on site. <br /> Documents received: Return to compliance certification. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
