Laurie Cotulla, Supervisor Job Site: Di Salvo Trucking <br /> San Joaquin Local Health District 1444 Lathrop [toad <br /> 1601 East Hazelton Avenue <br /> Stockton, CA 95201 Re: Monitoring System <br /> Tank Testing Extension <br /> Dear Ms. Cotulla: Vapor/Water Analysis <br /> Per our phone conversation on March 5, 1987, we would like to apply for alternative <br /> 116, and will submit an analized water and vapor sample from each well at this site <br /> within 30 days of acceptance of chosen alternative. <br /> Currently, the State Water Resources Control Board (SWRCB) has promised a reply to <br /> our request regarding the use of vapor as a more efficient method of leak detection for <br /> this site and I will forward you this information along with a complete list of <br /> supporters of this technology. <br /> At the present time, we would like to install one ERM vapor and interior level <br /> sensing device at this site. One of the conditions that would enable us to start this <br /> project would be to extend the tank testing requirement for a period of one year as an <br /> incentive for the owners to choose the benefits of this system. If tank testing was <br /> required, the cost, which includes filling the tanks (5-12,000 5 2-2,000) would be <br /> approximately $40,000. The results would still be inconclusive as to proof of a leak, <br /> as has been demonstrated numerous times. <br /> Installing this system would effectively detect a minimal amount of fuel when <br /> released into the backfill which, under any available alternative, would go unnoticed. <br /> Also, as a backup safety measure, this device would calculate the loss in volume of <br /> product at the .05 gallon per hour required by the SWRCB regulation for inventory <br /> reconciliation. Therefore, if you would allow us the extension on pressure testing the <br /> tanks, this will allow us time to continue our efforts to add new technologies as an <br /> alternative to the existing eight. In doing so, these systems will be accepted by the <br /> state as a whole and not limited to areas that have their own ordinance. Please note <br /> that we are only asking for an extension as long as leak detection is a prerequisite to <br /> acceptance. <br /> Thank you for all your assistance.
