(A) Continuous monitoring devices shall be connected <br /> to an audible/visual alarm system. <br /> (S) Manual monitoring shall be performed daily except <br /> on weekends and recognized state and/or federal <br /> holidays. Manual monitoring may be required on a <br /> more frequent basis as specified by the local <br /> agency. <br /> (C) For methods of monitoring where the presence of <br /> the hazardous substance is not determined directly <br /> (I.e. , liquid level measurements), the monitoring <br /> Program shall specify the proposed methods) for <br /> determining the presence of the hazardous <br /> substance if the indirect methods indicate a <br /> Possible unauthorized release. <br /> All monitoring programs shall include the following: <br /> C;1) A written routine monitoring procedure which includes, <br /> when applicable: the frequency of performing the <br /> monitoring method, the methods and equipment to be used <br /> for performing the monitoring, the locations) from <br /> Which the monitoring will be performed, the name(s) or <br /> title(s) of the person(s) responsible for performing <br /> the monitoring and/or 'maintaining the equipment, and <br /> the reporting format. <br /> (2') A response plan developed by the permit applicant which <br /> demonstrates, to the satisfaction of the local agency, <br /> that any unauthorized release will be removed from the <br /> secondary container within the shortest possible time <br /> and no longer than the time consistent with the ability <br /> of the secondary container to contain the hazardous <br /> substance. The response plan shall include, but is not <br /> limited to, the following: <br /> (A) A description of the proposed methods and <br /> equipment to be used for removing the hazardous <br /> substance, including the location and availability <br /> Of the required equipment, if not permanently on- <br /> site, and an equipment maintenance schedule for <br /> the equipment located on-site. <br /> (8) The names) or title(s) of the persons) <br /> responsible for authorizing the work to be <br /> Performed. <br /> Authority: HBSC 25299.3 <br /> Reference: HASC 25281 , 25291 <br /> 3.9 <br />
