Louise Avenue <br /> Manteca, Ca 95336 <br /> RE : The underground storage tank located 11731 E. Louise Avenue. <br /> This letter is to inform you that the above referenced facility <br /> is out of compliance with PHS-EHD and the State Water Resources <br /> Control Board. The Health and Safety Code Section 25292 requires <br /> that the tank be monitored to detect unauthorized releases . The <br /> monitoring method described by Title 23 Section 2645 CCR is the <br /> required method. The section requires that the tank be removed <br /> from service for 48-72 hours, each week, for tank gauging and an <br /> annual tightness test be conducted. The monitoring program must <br /> be implemented regardless to weather the tank is in use or not . <br /> PHS-EHD has not received any annual tightness test results for <br /> this facility. This facility has failed to obtain a permit to <br /> operate as required by Health and Safety Code Section 25284 . The <br /> facility must conduct a tightness test and provide proof of <br /> monitoring or submit an application to close the tank. This must <br /> be completed within 30 days of receipt of this letter.
