Louise Avenue <br /> Manteca, CA 95336 <br /> RE: The 4000 gallon underground storage tank located at 12700 E. Louise <br /> Avenue, Manteca, CA <br /> This letter is to inform you that the above referenced tank is considered out of compliance <br /> with PHS-EHD and the State Water Resources Control Board. The 4000 gallon tank is <br /> subject to regulation under the Health and Safety Code and Title 23 CCR. The Health <br /> and Safety Code Section 25292 required that the tank be monitored to detect <br /> unauthorized releases. The monitoring method described by Title 23, Section 2646.1 <br /> (copy provided) is the Statistical Inventory Reconciliation(S.I.R.). SIR requires that a <br /> tightness test be conducted every two years. The tank requires daily stick readings. Th <br /> stick readings must be submitted to an SIR company for processing. The company will <br /> generate an annual report form that must be submitted to this Department. The pipeline <br /> that is connected to the tank is required to undergo a line tightness test every three years, <br /> in accordance with title 23, Section 2643 (d). This Department has failed to receive any <br /> tightness results or annual reports from the above referenced facility. The facility must <br /> conduct tightness tests and provide proof of tank monitoring or the facility can submit an <br /> application to close the tank. These issues must be resolved within 30 days of receipt of <br /> this letter. Failure to comply with this letter may result in further legal action by <br /> PHS-EHD.
