Hwy 99 East Frontage Rd.
Stockton, CA 95215
The San Joaquin County Environmental Health Department (EHD) has completed the review of
the application for a permit to cold start the monitoring panel and replace the 89 and 91 turbine
relays, and the 87 CPT controller on the underground storage tank (UST) system at the above
noted address. This work was completed on March 31, 2015. The permit has been approved
with the following conditions:
1. Contact the local fire department and the San Joaquin Valley Air Pollution Control
District for any applicable permits and requirements.
2. Any changes in information and scope of work must be submitted to EHD for approval
prior to commencing work. All new addenda supersede the previous ones.
3. Contact Stacy Rivera at (209) 468-3440 to arrange the following appointments (a 48-
hour notice is required for inspection appointments). Please be aware that inspections
for emergency work must be scheduled within five days of permit approval. (Original
permit approval for the cold start and the 87 CPT replacement was 4/6/15.)
a. Sensor functionality: Functionality of the monitoring system must be verified to
ensure that monitoring has been restored to meet the requirements of Title 23
California Code of Regulations and the Health & Safety Code. A copy of the alarm
history shall be printed prior to performing the "cold start" of the Veeder Root system
and made available at the time of EHD inspection.
b. Leak detector test: The 87 leak detector must be tested to confirm that the device
can detect a leak of 3 gallons per hour at 10 psi.
c. Overfill prevention verification: Verify that external audio and visual alarm activates
when tank is 90% full.
4. If concrete will be broken near the tanks or piping, a secondary containment test must be
performed on the affected portions once concrete is poured in accordance with the
manufacturer's guidelines.
