(Shaw) is pleased to present this scope of <br /> work peritainirtg to proposed temporary underground storage tank (UST) closure activities at the <br /> above-mentio rsed Pacific Bell facility. There is a 10,000-gallon UST containing gasoline at that <br /> site that Pacif ic Bell would like to take out of service pend[tig potential future re-use. The <br /> following sco pe of work details anticipated closure activitie,,,to be performed in order to meet <br /> the State of C alifomia Code of Regulations Title 23, Divisi(in 3, Chapter 16, Section 2671 UST <br /> temporary cic sure regulations and the San Joaquin County I:.nvironmental Health Department <br /> closure requirements. The permit application is included i,l Attachment 1. Copies of the State of <br /> California forms are included in Attachment 2. <br /> Scope of Wo rk <br /> Prior to temporary closure activities,Pacific Bell will arratkj,g for the removal of any fuels within <br /> the UST systf m. Prior to performing any work, Shaw perE a nnel and their subcontractors will <br /> review the he tlth and safety plan(Attachment 3). The UST and associated piping will then be <br /> triple-rinsed by a hazardous-certified subcontractor using r.aot=pressure washer and detergent in <br /> order to remo ve any residual liquids, solids, or sludge. Fol.l)wing rinsing, the tank will be <br /> visually inspc cted to ensure all liquids, solids, or sludge ha v e been removed. The rinsate will <br /> then be transl oiled off-site under a hazardous waste maniiei.t to Rom c Environmental <br /> Technologies Corporation in East Palo Alto, California for recycling. A copy of the rinsate <br /> manifest will be forwarded to the San Joaquin County Environmental Health upon receipt. <br /> Following riri sing activities,the atmosphere of the tank wi it be inerted using dry ice at a rate of <br /> approximatel f 20 pounds per 1,000-gallons capacity. After approximately 15 minutes, the lower <br /> explosive limits (LEL)and oxygen concentrations will be:measured. Once the LEL and oxygen <br /> concentration s are below 10%, the tanks access ports will 1):sealed using locking caps. The vent <br /> pipe will not ae sealed per UST temporary closure requirein,ents. The power will then be <br /> disconnected from the fuel dispensers and locked out. The misting tank monitoring system will <br /> remain opera ional. <br />
