Montgomery
Consulting Engineers, Inc.
October 14, 1991
City of Manteca
1001 West Center Street
Manteca, CA 95336
Attention: James Podesta
Subject: Discharge of water from abandoned fuel tank to City of Manteca.
On August 29, 1991 Dave Mueller, Deputy Directory of Public Works, Utility Services of the
City of Manteca requested permission to discharge about 8,500 gallons of water from an
abandoned fuel storage tank. The total extractable hydrocarbon concentration is 19 mg/l as
measured on July 2, 1990. Diesel fuel was stored in the tank for two years before it was
abandoned. Gasoline was stored in the tank prior to storage of the diesel fuel.
The discharge of the water from the abandoned fuel storage tank to the sewer is acceptable as
it should not present a problem at the treatment plant. The hydrocarbon concentration is within
the City of Manteca industrial waste ordinance limits of 50 mg/l. Two conditions should be
applied to the discharge, any free or floating oil, if present, should be removed from the tank
prior to the start of the discharge, and the rate of discharge from the tank should not exceed 20
gpm. The rate limit should be imposed to avoid any possible downstream sewer capacity
limitations.
The charge for review of this waste discharge request is as follows.
1 hour, supervising engineer @ $92/hour $92.00
Total $92.00
Very truly yo
K urs,
Keith Conarroe
