San Joaquin Delta Community College District <br /> Draft Environmental Impact Report for <br /> Master Plan Implementation <br /> September 2006 <br /> Schools located within a quarter mile of the proposed project could potentially be exposed to <br /> hazardous emissions resulting from airborne releases of hazardous materials adheringto <br /> fugitive dust (i.e., asbestos or metals), lead-based paint chips, petroleum hydrocarbonor <br /> VOCs in soils or groundwater. This is a potentially significant impact. <br /> Mitigation HZ-3(a): All hazardous materials shall be removed by a certified hazardous <br /> materials consultant prior to demolition activities. In addition, all appropriate <br /> emission reduction practices, technologies and practices shall be implemented, <br /> including: <br /> • Haul trucks carrying hazardous materials shall utilize routes that avoid <br /> schools. <br /> • Trucks carrying hazardous materials shall employ a <br /> techniques to prevent accidental discharge or elea se of haze d°Q sainment <br /> materials. <br /> Residual Impacts: Incorporation of mitigation HZ-3(a) would reduce project impacts to less <br /> than significant. <br /> Impact HZ-4: Soil excavation activities could result in potentially significant impacts <br /> to public health due to accidental excavation of contaminated soill and <br /> groundwater from onsite and/or offsite sources, <br /> it is currently unknown whether USTs associated with Delta College or State Hospital Farm <br /> annex site were all removed or whether they may still be present at the site. Leakage of <br /> petroleum products from USTs may have impacted soil or groundwater. VOCs found in <br /> gasoline, including BTEX and MTBE, are relatively mobile in the soil and may have migrated <br /> from offsite contamination. If residual levels of petroleum hydrocarbons from any previous <br /> leaks are stili present in subsurface soil, these compounds (through direct contact or inhalationT <br /> Of VOCs) could pose a threat to workers, students, faculty, visitors to the college, and children <br /> at the day care and child development centers.
