' BANKS & CO <br /> 3. 3 TANK AND PIPING REMOVAL, cont. <br /> All piping shall be removed as practical . Piping that, in the judgement of Banks <br /> & Co. cannot be removed must be brought to the attention of the county inspector <br /> who will have the final authority to allow piping to be lift in place. All <br /> piping left in place must be sealed at the openings. Only the piping associated <br /> with tanks will be removed. <br /> 3.4 DECONTAMINATE TANKS <br /> The interior of the tanks will be pressure washed per the specifications of <br /> ' NFPA 327. The equivalent of a triple-rinse of water with trisodium phosphate (or <br /> equivalent) generating a minimum of 55 gallons or 1% of the tank volume, which <br /> ever is greater, will be used. The adequacy of cleaning will be based on a <br /> combustible gas reading of the tank vapors at least one hour after cleaning. A <br /> dry cleaning process may be used provided Banks & Co. can verify the method <br /> provides cleaning at least equivalent to triple rinsing. <br /> ' In lieu of decontaminating the tanks, the tanks may be manifested as a hazardous <br /> waste and transported to a permitted disposal facility. <br /> 3.5 DISPOSAL OF TANKS <br /> Banks & Co. is responsible for removal and disposal of the tanks and all <br /> ' associated piping, if removed from the site. A Certificate of Disposal must be <br /> supplied stating the final disposition of the tanks. If a tank is not triple <br /> rinsed, of equivalent dry cleaned, then it must be manifested before shipment, <br /> and the transporter must have current EPA Waste Hauler Certification. <br /> ' 3.6 DISPOSAL OF RESIDUAL LIQUIDS AND CLEANING RINSEATE <br /> 1 All residual liquids and cleaning rinseate generated or solids from dry cleaning <br /> are considered Class 1 hazardous waste. Banks & Co. is responsible for proper <br /> disposal of these materials at a proper permitted facility, and the transporter <br /> must have current EPA Waste Hauler Certification. Proper manifesting of wastes <br /> ' will be required before wastes will be allowed to leave the site. Banks & Co. <br /> will submit to the Owner completed waste manifests showing acceptance by the <br /> disposal facility. <br /> ' 3.7 ADDITIONAL EXCAVATION, SOIL DISPOSAL, AND REMEDIATION <br /> ' Additional soil may be removed if the soil exhibits evidence of hydrocarbons. A <br /> certified testing laboratory will provide information in the field on soil to be <br /> removed. Hydrocarbon impacted soils will either be shipped for disposal at a <br /> permitted disposal facility or remedied on-site. The decision for remediation <br /> or disposal will be made following removal of the tank and will be based on <br /> actual quantity of affected soil , laboratory analyses, type of constituents, and <br /> requirements of the local enforcing agency. The Owner will be responsible for <br /> ' the soil remediation if that option is selected. Banks & Co. is responsible for <br /> excavation services and shall not enlarge an excavation such that it undermines <br /> any adjacent structures. If shoring is required t continue the excavation, Banks <br /> & Co. shall notify the Owner and stop excavation in that area. <br /> 7 SITE SAFETY PLAN <br /> 1 <br />
