' BANKS & CO <br /> 4 UNDERGROUND TANK REMOVAL PROCEDURES <br /> ' 4. 1 REMOVING RESIDUAL COMBUSTIBLE OR FLAMMABLE LIQUIDS FROM PIPING AND TANK <br /> Banks & Co. will be responsible for removing residual liquids in the tank <br /> ' by hand pump or other suitable method. All residual liquids removed are <br /> considered hazardous waste and must be placed in Department of Transportation <br /> approved containment for disposal . Banks & Co. is responsible for disposal of <br /> ' the residual liquids. If liquid in the piping has not drained to the tank by <br /> gravity, the liquid must be collected at the low point in the piping to prevent <br /> liquid coming in contact with soil . <br /> ' 4.2 PAVED AREAS <br /> Swanson D.C.R. shall remove asphalt and/or concrete cover as necessary to <br /> ' expose the storage tank and piping. Swanson D.C.R. is responsible for disposal <br /> of all removed concrete or asphalt and shall remove sufficient soil to expose the <br /> tank and piping. Others will investigate the area at this time for evidence of <br /> hydrocarbons. <br /> 4.3 DISCONNECTING AND RINSING PIPING <br /> ' All piping shall be disconnected at a point farthest away from the tanks. <br /> Liquid inside the piping will be drained, collected and properly disposed of. <br /> The piping shall then be thoroughly rinsed using a water/tri-sodium phosphate <br /> solution (or equivalent) back into the tank or rinseate collection vessel . <br /> 4.4 INERT TANKS <br /> Flammable vapors will be expelled by inserting into the tank a minimum of <br /> 2 pounds of solid carbon dioxide (dry ice) per 100 gallons of tank volume. <br /> ' All piping shall be disconnected from the tank and all tank openings <br /> securely sealed. One 1/8-inch vent hole will be left at the high point of the <br /> tank to allow flammable vapors to escape. <br /> iA minimum of four hours must be allowed for the vapors to escape, once the <br /> dry ice has been introduced into the tank and the tank properly sealed. To <br /> verify that flammable vapors have been adequately expelled, the inspector will <br /> periodically measure the combustion gas level at both tank ends. The tanks will <br /> be considered gas free when the oxygen content is below 10% and the explosion <br /> level is below 5% of the LEL. <br /> ' 4.5 TANK AND PIPING REMOVAL <br /> ' Any soil suspected to contain hydrocarbons will be segregated and placed <br /> on 10 mil . plastic sheeting or the equivalent. Banks & Co. will segregate <br /> hydrocarbon impacted soils and non-hydrocarbon impacted soils into two separate <br /> areas. Underground tanks shall be lifted from the excavations with a crane or <br /> backhoe of sufficient weight capacity, and placed on smooth ground free of rocks <br /> and/or other foreign objects for inspection. Banks & Co. is responsible for <br /> removal of any spillage from the piping or tanks that are handled such that <br /> 1 spillage occurs. <br /> 6 SITE SAFETY PLAN <br />
