RE: Thrifty Oil Co. SS # 172; 7647 Pacific Ave, Stockton, CA 95207 Page 1 of 2
Willy Ng [EH]
From: Chris Panaitescu [panaitescu@Thrifty0il.com]
Sent: Wednesday, August 30, 2006 12:01 PM
To: Willy Ng [EH]
Cc: wayneppe@sbcglobal.net
Subject: RE: Thrifty Oil Co. SS# 172-17647 Pacific Ave, Stockton, CA 95207
Willy,
Following our today phone conversation, in response to your request, I have prepared and i am submitting to you the
following:
"Addendum to the-Workplan to Complete and Maintain Temporary Closure of the USTs, as required-by CCR Title
23, at TOC SS# 172, located at 7647 Pacific Ave, Stockton, CA."
In addition to the activities included in the original Workplan dated August 23, 2006, the following activity will be
performed during each quarterly inspection event(11116106; 02/15/07,, 05/17/07 and 08/16/07):
-After removal of the fill caps, a photoionization detector(PID) calibrated by hexane will be used to measure
the VOC concentrations in each UST. If the PID reading is 13,000'ppmv or more[equivalent to 1.3**% Lower
Explosive Limit(LEL)], the UST(s) will be reinerted within maximum 10 days from the day of the reading, to
levels that will preclude an explosion. The PID readings for each individual UST will be included in the inspection
report prepared after each inspection event. If one ore more USTs will require to be reinerted, the SJCEHD will be
notified at least 3 day in advance, and after completion of the job, a field report will be prepared and submitted to
the SJCEHD.
*Note:According to the Material Safety Data Sheet(MSDS), the flammable limits for gasoline are: LOWER: 1.3% (13,000
parts per million)and UPPER: 7.1% (71,000 parts per million).
believe that the above addendum fulfills all your requirements for the temporary closure, and our application for the
temporary closure of the USTs at the above referenced site will be approved as soon as possible.
Thank you,
Chris
Chris Panaitescu,General Manager
Thrifty Oil Co./Golden West Refining Co.
13116 Imperial Hwy.
Santa Fe Springs, CA 90670
ph:(562)921-3581 x 390
fax:(562)921-7510
email: Panaitescu@ThriftyOit.com
-----Original Message-----
From: Chris Panaitescu
Sent: Thursday, August 24, 2006 8:24 AM
8/30/2006
