' Phase 11 Hazardous Materials Study for the Lodi Raid/Multimodal Station July 24, 1997 <br /> to Wilbur Smith Associates Project No. E168 <br /> ' PHASE II HAZARDOUS MATERIALS ASSESSMENT <br /> INTRODUCTION <br /> Project Location and Description <br /> ' The Lodi Rail/Multimodal Station site is located in the City of Lodi, San Joaquin County, California <br /> and is bounded by East Elm Street on the north, East Oak Street on the south, North and South <br /> t Sacramento Street on the west, and the Southern Pacific Transportation Company (SPTCo) railroad <br /> tracks on the east. The subject site was extended south to East Walnut Street, for review purposes, <br /> due to its possible inclusion into the proposed project. A Site Location Map is attached as Figure 1. <br /> ' The subject site is a rectangular shaped parcel that covers a portion of three city blocks. Based on <br /> site topography provided by Wilbur Smith Associates(1995),the site is generally flat with elevations <br /> ranging from approximately 50 to 51 feet above mean sea level (msl) at the north end to <br /> approximately 49 feet msl at the south end. <br /> Lodi Station Site No. 1 is planned as a new multimodal transportation facility. The site would be <br /> modified to include bus parking, passenger loading platforms, auto parking, and potentially a <br /> relocated railroad passenger depot building. Other improvements may include ticketing kiosks, <br /> restroom facilities, and light standards. Present grades are expected to be maintained. <br /> Purpose and Scope of Work <br /> ' This report presents the results of our Phase II Hazardous Materials Assessment(environmental site <br /> assessment) of the subject site, performed during October 1996. This subsurface investigation is in <br /> follow-up to the findings and conclusions presented in our Phase I -Hazardous Materials Study dated <br /> August 10, 1995, to subsequent discussions with City and County personnel involved in the project, <br /> and to a review of the NERI Summary Report, Potential Responsible Parties Search and Sources <br /> ' Investigations, Lodi Groundwater Site dated March 20, 1996. <br /> The intent of the Phase II geophysical testing, trenching, drilling, and sampling program was to <br /> ' identify hazardous wastes that may be present on the subject site. In particular, the subsurface <br /> investigation was to address the following items: <br /> ' 1) Soil gas sampling completed by the RWQCB in 1989 suggests that there is a potential for <br /> PCE and TCE occurring near the surface within the project site between Elm and Pine Streets. <br /> The source could be on-site or from adjacent site contamination (such as the plume from Busy <br /> 1 Bee Cleaners located at 40 N. Main Street). <br /> 2) Historical research indicates that there were at least 3 service stations located within the Site <br /> (see Figure 3, Site Status, 1950). Each of the 3 stations appears to have had fueling, greasing, <br /> and wash areas. We expect that underground storage tanks (UST's) were (or are) present at <br /> all 3 sites. Based on the age of the service stations, it is not uncommon to find that UST's <br /> ' have leaked petroleum hydrocarbons into the soil.
