Phase H Hazardous Materials Study for the Lodi Rail/Multimodal Station Project lN4 E1997
to Wilbur Smith Associates
68
Findings, B:
Station 1
Exploration and sampling at Station 1 (southeast comer of the intersection East Elm St. and
North Sacramento St.) revealed no underground tanks or indications of underground tanks.
An oil/water separator was found in a concrete slab shown as location "A"on Figure 2. Some
soil visually identified as contaminated with grease and oil was observed within the basin.
Numerous pieces of scrap metal and concrete were encountered along with an apparently
abandoned water line.
Significant soil contaminants were not identified visually, during field screening with a PID,
or in samples submitted for analyses. A soil sample retrieved from Boring BI at a depth of
approximately 15.5 feet had a Total Petroleum Hydrocarbon level of 1.5 ppm in the diesel
range (TPHd) which is not significant. A soil sample retrieved from Boring B3 at a depth
of approximately 2 feet showed insignificant levels (well below action levels) of the heavy
metals Lead and Zinc.
' During the fieldwork initialization process with the San Joaquin County Environmental Health
Division, they did find a record of removal of a 1000-gallon fuel tank located on the east side
of the old Express Building approximately 150 feet north of the depot structure (personal
communication with Harlen Knoll). This work was completed in 1988 by Canonie
Environmental (part of the incomplete record we found during our Phase I study). The tank
1 was removed and soil samples were obtained and analyzed at the time of removal. Petroleum
hydrocarbons were not detected in the soil samples obtained from the tank excavation. The
approximate location of tank removal is shown as location 'B" on Figure 1.
' Station 2
Exploration and sampling at Station 2 (northeast comer of the intersection East Pine St. and
North Sacramento St.) revealed no underground tanks or indications of underground tanks
except for what appears to be a 500-gallon waste oil tank shown as location "C" on Figure
2. Numerous pieces of scrap metal, concrete, and piping were encountered in Trench T8.
Mr. Rich Thorpe with Jim Thorpe Oil Inc. (our backhoe subcontractor) indicated that he
' pulled two tanks from this site in approximately 1983 or 1984. Apparently, the City of Lodi
had encountered the tanks when making sidewalk and landscape improvements at the
intersection. The approximate location of tank removal is shown as location "D" on Figure
2a.
' Significant soil contaminants were not identified visually, during field screening of drill
cuttings, excavated soil, or trench walls with a PID, or in samples submitted to the laboratory
for analyses.
6
' `ff ESPA&A GEOTECHNICAL CONSULTING
