Spill <br /> containers shall be constructed to prevent any liquid retention. Note that fuel was found in the south diesel spill <br /> container during the inspection on June 17, 2016. Immediately contact a properly licensed, trained, and certified <br /> contractor to address the retention of liquid in the spill containers under permit and inspection of the Environmental <br /> Health Department. <br /> This is a repeat violation, Class Il. <br /> 316 HSC 25290.1(c3), 252902(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Water was found in the diesel north submersible turbine pump (STP) sump, diesel south STP sump, under dispenser <br /> containment (UDC) sumps for UDC 13114B, UDC 14A/15B, UDC 15A/16B, UDC 16AI17B, UDC 17AI18B, and UDC <br /> 18A/19 on the truck side of the facility. Secondary containment shall be constructed to prevent any water intrusion <br /> into the system by precipitation, infiltration, or surface runoff. The service technician removed approximately: <br /> one-half cup of liquid from UDC 131148, one cup of liquid from UDC 14A/15B, one-half cup of liquid from UDC <br /> 15A/1 613, one-and-a-half cups of liquid from UDC 16A/1 7B, one cup of liquid from UDC 17A/1 8B and one cup of <br /> liquid from UDC 18AI19 and returned the sensors to their proper locations. Note that liquid was found in UDCs: <br /> 131146, 16AI17B, 17A/18B and 18A119 during the inspection on June 17, 2016. Immediately contact a properly <br /> licensed, trained, and certified contractor to address the water intrusion into the STP and UDC sumps under permit <br /> and inspection of the Environmental Health Department. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The south diesel (D1) underground storage tank VMI line leak detector on the truck side of the facility failed to detect <br /> a leak when tested on 81812016. The service technician stated that a new siphon jet valve had been installed on <br /> 611612016. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service <br /> technician adjusted the leak detector, retested it, and it passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> Approximately one cup of liquid was found in the south diesel spill container on the truck side of the facility and <br /> approximately two cups of liquid were found in the diesel spill container on the auto side of the facility. Spill <br /> containers shall be constructed to prevent any liquid retention. Note that fuel was found in the south diesel spill <br /> container during the inspection on June 17, 2016. Continue to monitor for liquid in the spill containers and remove <br /> the liquid when present. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Page 4 of 5 <br />
