Letter Plan for the Removal of the Two <br /> Underground Solvent Tanks from 226 South School Street in the City of Lodi, <br /> California; Henshaw Project No. 114.C.01 <br /> Dear Mr. Forkas: <br /> As you requested. we have reviewed the Jim Thorpe Oil, Inc. letter, dated January 25, 1999, <br /> regarding the proposed removal of the two 500 gallon Stoddard solvent tanks from 226 South <br /> School Street in the Lodi (City), California. The scope of work described in the letter appears to <br /> be in substantial conformance with the sampling requirements of Paragraph 4 of the Limited <br /> Monitoring and Information Order issued by the City on January 19, 1999,although Henshaw <br /> Associates, Inc. recommends the following additions to the sampling protocols; <br /> Selected soil samples will be field screened for volatile organic compound(VOC) <br /> concentrations as part of the City's oversight role. The field screening will be conducted <br /> using a portable field photoionization detector(PID) equipment to provide semi- <br /> quantitative screening data. <br /> Selected samples will be appropriately packaged and bandied for analysis. A uniform <br /> volume of sample from the adjacent 6-inch liner will be placed in a glass jar or plastic <br /> bag and scaled. F.ach container will have a hole slightly larger than the PID probe. After <br /> the container with the soil sample is shaken and allowed to stabilize for approximately 5 <br /> minutes, the PID probe will be inserted into the hole and the maximum reading detected <br /> will be noted for future reporting. <br /> Soil samples should be handled so as to minimize sample disturbance. Soil samples <br /> should be collected by advancing a brass liner into relatively undisturbed soil. The liner <br /> should be separated from the soil using a clean, flat tool such as a putty knife. Teflon <br /> sheets should be placed on both ends of the soil sample tubes selected for chemical <br /> analysis and a plastic cap should be scaled over each end of the tube. Laboratory analysis <br /> of each soil sample will be performed by a California-certified laboratory for total <br /> petroleum hydrocarbons as stoddard solvent by Modified EPA Method 8015 and VOCs <br /> including benzene, toluene, ethylbenzene, & xylenes (BTE&X)by EPA Method 8260.
