Schulte Rd. , Tracy, CA <br /> This letter is written in follow up of recent telephone conversations <br /> with this office regarding the underground storage tanks at the above <br /> referenced facility . Since these tanks contain a mixture of used oil <br /> and water which may be hazardous waste the following shall be required: <br /> 1. A waste determination shall be performed to determine if the material <br /> stored in the tanks is hazardous or non-hazardous as per California <br /> Code Regulations 22-66305. <br /> 2. If the used oil/water mixutre is determined to be hazardous, a TSD <br /> (Treatment, storage, or disposal) facility permit or variance shall bE <br /> obtained from Dept. of Health Services - Toxic Substances Control <br /> Division for the 27 ,300 gal and 42 ,000 gal tanks. <br /> 3. If the used oil/water mixture is determined to be nonhazardous or a <br /> variance is granted by DUES-TSCD a determination shall be obtained <br /> from the State Water Resources Control Board that the material stored <br /> is not a threat to groundwater quality and is exempt from the require- <br /> ments of CCR 23-2610-2714 (CA UGST Regulations) . <br /> One of the following actions shall be taken by 7-1-88; <br /> 1 . Application for hazardous waste determination or variance submitted <br /> to DOHS-TSCD with copy to San Joaquin Local Health District. <br /> 2. A proposal submitted to SJLHD for compliance with UGST Monitoring <br /> requirements of CCR 23-2841(c) (2) . <br /> 3. An application for a site-specific variance as described in CCR 23- <br /> 2680 and 23-2682 submitted to the SJLHD and the Central Valley Regional <br /> Water Quality Control Board. <br />
