0
J. H. KLEINFELDER & ASSOCIATES
INTRODUCTION
The following is a plan for the permanent closure of an underground fuel
storage tank at Valimet, Inc. The Valimet facility is located at 431
Sperry Road, Stockton, California as shown on Plate 1. Mr. Dave
Oberholtzer is the Safety Director for the facility and can be contacted
at (209) 982-4870.
BACKGROUND
A single underground fuel storage tank is located east of the main
warehouse building as shown on Plate 2. The tank has an approximate
capacity of 250 gallons and was used to store regular leaded gasoline.
Exact construction details of the tank are not known, but it is believed
that no utility or product lines lead to or from the tank. Use of the
tank was discontinued in 1974, and the tank is currently empty.
TANK REMOVAL
The tank will be removed as part of the permanent closure plan. The
services of Tilford Brothers Excavating, Inc. will be utilized for the
tank removal. Tilford Brothers (license number 479837) is a Class C12
ontractor and as of January 1, 1987, plans to have a class A contractors'
K! license. A copy of Tilford Brothers' certificate of insurance for
workers' compensation is included with this closure plan.
Prior to the removal of the tank, no smoking signs will be posted, and
fire extinguishers and barricades will be situated on-site near the tank.
Sources of possible ignition at the tank site will be identified and
eliminated. The tank will be rendered inert by inserting 1.5 pounds of
solid carbon dioxide (dry ice) for each 100 gallons of tank volume and
allowing a minimum of one hour for oxygen and gasoline vapor
displacement. Prior to the tank being lifted from the excavation, the
oxygen content shall be less than 5% and lower explosive limit less than
10%.
28:759 1
