February 17 , 1993 <br /> Ron Valinoti <br /> San Joaquin County Environmental Health Division <br /> Stockton, Calif . <br /> Subject : Waiver for back fees on unknown gas tanks . <br /> FEB 17 1999 <br /> This is a brief history of the gas tanks to the be*,,gfj,,MENTALHV-: <br /> my knowledge. Riteway Cleaners (partnership) bought the '- MIT/SERVIG'-. <br /> existing location as a parking lot in 1978 . Our business , <br /> located across the street , has been at this location since <br /> 1945 . Since 1945 the property in question has always been a <br /> parking lot . <br /> In 1978 the City of Stockton had redevelopment plans <br /> for an "Auto Row" which included the Riteway Cleaners <br /> property . Upon notice by the city to acquire our property we <br /> decided to buy the parking lot across the street as a new <br /> location for our drycleaners . Unfortunately the cities plan <br /> changed and we were left owning a parking lot . Since we have <br /> owned the property it has remained a parking lot . <br /> My partner , Eugene, who has personal knowledge dating <br /> back to 1945 , does not remember any structures on the parking <br /> lot . Last month we decided we would like to sell the <br /> property. I contacted a real estate agent who works for <br /> Codwell Banker. During his inspection of the property a <br /> question was raised if there could be old gas tanks <br /> underground due to the existence of a concrete pad located in <br /> the middle of the block. He instructed me to investigate the <br /> possibility of under ground tanks before we list the <br /> property . Below are the steps I followed: <br /> 1) Called Reed Environmental Engineering & Design. William <br /> Reed could not determine underground tanks from surface <br /> inspection . He suggested we do some excavation to determine <br /> what was under the concrete pad. <br /> 2) Upon excavation nothing was found under the concrete pad. <br /> After further digging next to the pad, two 500 gal . gas tanks <br /> were uncovered. We removed the tanks and called William <br /> Reed. <br /> 3 ) Within a hour after removal William Reed inspected the <br /> tanks and the hole. He concluded the soil did not seem to <br /> be contaminated. He then called Carol Oz from the <br /> Environmental Health Division for an inspection. He also <br /> called Jim Thorp, tank removal contractor, for tank removal . <br /> It is my statement that we did not have any knowledge of <br /> tanks on this property . Our deed does not have any <br /> indication of tanks from a previous owner .
