(Emphasis added.) <br /> When the Department acquired the subject site in December, 1969 the seller indicated the <br /> presence and location of three (3) underground fuel storage tanks on the property. Caltrans <br /> contracted for, and had removed all three of these known tanks during demolition work <br /> performed in 1971. This agency learned for the first time of the presence of the abandoned <br /> waste oil tank in March, 1992 when the tank was encountered during excavation by the con- <br /> tractor preparing the site for a building expansion project to the Senior Service Center. <br /> Caltrans never knowingly owned , nor did this Department ever operate, the waste oil tank <br /> found on the property. Consequently, Chapter 6.7 applied to this agency for the first time <br /> regarding procedures related to the removal of the tank. Caltrans contracted for and had this <br /> tank removed on March 4, 1992 under permit issued by San Joaquin County Public Health . <br /> Services and paid for all:s required for permanent closure of an underground storage tank. <br />
