We have attempted to grout the holes, however, it was <br /> found that they self heal so rapidly that no grout could be <br /> placed (the probe is only 5/8-inch in diameter ) . No excavation <br /> or boring is made and no soil is extracted, removed or excavated <br /> from the ground. <br /> The entire study is always conducted under the supervision of a <br /> registered professional engineer or geologist. All reports <br /> generated are signed by either a registered engineer or regis- <br /> tered geologist. This is not an activity which to the best of my <br /> knowledge is ever performed by a well driller, and I know of no <br /> C-57 license holder who ever has or is qualified or capable of <br /> conducting a soil vapor survey. <br /> I do not believe a soil vapor survey in any way results in con- <br /> struction of a well. Water is not extracted or sampled, no soil <br /> samples are collected, and no permanent structure is placed. A <br /> probe is simply inserted into the soil and removed. I believe <br /> this activity is exempt from C-57 licensing as it is an investi- <br /> gation conducted by a licensed professional engineer. <br /> The soil vapor survey is an integral part of a great many contam- <br /> inant investigations. To require that a consultant must possess <br /> a C-57 license to conduct such a survey would seriously hamper <br /> current efforts to find and clean up contaminated soil and ground <br /> water, and would in no way improve the quality of such investiga- <br /> tions. <br /> I am requesting that you review this matter and issue an opinion. <br /> Please provide copies of your opinion to both the San Joaquin <br /> Local Health District and to myself .
