I " <br /> o SECOR <br /> ►�D�D�D <br /> International Incorporated <br /> OCT 0 4 200? <br /> October 2, 2002 <br /> ENVIRONN <br /> Mr Kai Chan PERMITY.,-F <br /> San Joaquin Valley Air Pollution Control District <br /> 4230 Kiernan Avenue, Suite 130 <br /> Modesto, California 95356-9321 <br /> Re Application for Authority to Construct Air Permit <br /> ARCO Service Station#4932 <br /> 16 Harding Way <br /> Stockton, California <br /> Dear Mr Chan <br /> SECOR International Incorporated (SECOR) is conducting environmental remediation <br /> at the site referenced above This letter requests an Authority to Construct/Permit to <br /> Operate for the subject site (Attachment A) An air discharge permit is being requested <br /> to construct and operate a soil vapor extraction/groundwater extraction (SVEIGWE) <br /> system to remediate hydrocarbon-impacted soil and groundwater at the site The <br /> SVE/GWE system for this site will consist of a ThermTech Vac 50 500 CFM thermal <br /> . oxidizer and a 6-tray air stripper capable of 20 gallons per minute at approximately 200 <br /> cubic feet per minute The system will extract from nine SVE wells and seven GWE <br /> wells Soil vapors from the SVE wells will be abated using the thermal oxidizer at a <br /> minimum operating temperature of 1,400°F The off gas from the air stripper will be <br /> vented to the thermal oxidizer A 6-tray air stripper and three 2,000-pound carbon <br /> vessels will treat extracted groundwater before being discharged to the City of Stockton <br /> sanitary sewer system <br /> The proposed system will consist of one emission source, a 13 foot high stack,and have <br /> the flexibility to destroy hydrocarbon vapors with the same efficiency as influent <br /> concentrations decrease Attached are the Permit Application for an Authority to <br /> Construct, Remedial System Design Drawings, and check number 533596 in the <br /> amount of$60 00 for permit fees <br /> If you have any questions or require additional information, please do not hesitate to <br /> call me at (916) 861-0400, extension 228 <br /> 3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916 861 0400 916 861 0430 Fax www secor cam <br />
