• Soluble metals by Waste Extraction Testl (WET).
Copies of the laboratory results are included in Appendix A.
8. The results of the chemical analyses and the aquatic bioassay indicated the wood material
was neither a RCRA hazardous waste nor a California hazardous waste and could be taken
to an appropriate landfill permitted to accept treated wood.
9. The wood materials were removed from the site during November and December 1992 and
transported by barge to a staging area on Jersey Island in Contra Costa County, where it
was offloaded from the barge and subsequently loaded on to trucks. The location of the
staging area is shown in Figure 1. The wood materials were then transported as a non-
hazardous waste to Browning-Ferris Industries' (BFI) Vasco Road Landfill in Livermore,
California for disposal.
10 Following the disposal of the wood debris,CDFG and SJCPHS requested removal of the
wood chips remaining in the upper six inches of soil from the staging area on Jersey Island.
11. Santa Fe and Claude C. Wood Company, the contractor responsible for removal of the
wood material, removed the remaining wood chips from the upper one foot of soil from the
staging area to the satisfaction of CDFG and SJCPHS. A final inspection was performed
on April 24, 1993 resulting in the acceptance of the cleanup effort by CDFG. A copy of
the letter from CDFG is included in Appendix B.
2.0 INITIAL SOIL SAMPLING ACTIVITIES
1. Prior to removal of the wood chips,Environmental Solutions, Inc. collected three soil
samples and one water sample from the staging area on Jersey Island on January 29, 1993.
The purpose of the sampling was to assess the potential impact of the remaining wood
chips on the soils at the site. The soil samples included one composite sample from a small
stockpile of soil containing visible wood chips removed during a test excavation (the test
excavation was performed to determine the depth of soil containing visible wood chips),
one sample from native soil from the base of the test excavation, and one background soil
sample from an area away from the staging area. The water sample was collected from
l Waste Extraction Test performed according to 22CCR 66261.24(a)(2). The results of the WET are compared to
Soluble Threshold Limit Concentrations for metals listed in Table 2 in 22CCR 66261.24(a)(2)(A).
3
ENVIRONMENTAL SOLUTIONS
