V. Circuits (RV) , 916 S. Center Street, Stockton CA follow up
inspection August 22, 1997 for the September 6, 1996 Emergency Response -
site clean up status.
On August 22, 1997, I contacted Mr. Hinkle concerning hazardous waste
generated from Emergency Response Complaint #C0006857, to acid release at RV
Circuits. Mr. Hinkle told me that hazardous waste from the acid release was
being stored inside the RV Circuits in five (5) bulk boxes. The bulk boxes
are in addition to the waste stockpile and five (5) bulk poly containers found
in the yard on June 26, 1997 follow up inspection. During the June
inspection, I photographed only waste stored outside of the RV building.
I agreed to meet Mr. Hinkle at 916 S. Center Street 10:30 am for a follow up
inspection at RV Circuits. The following violations of the California Health
& Safety Code (HSC) and the California Code of Regulations (CCR) were observed
by me during the inspection:
VIOLATIONS/OBSERVATIONS:
1. 25189.5 California Health & Safety Code (HBC) : Before or on September
11, 1996, R. V. Circuits (RV) /Precious Resources (PR) filled 5 plastic
lined bulk boxes with acid/metal contaminated sludge (approximately two
and a half cubic yards total) from the September 6, 1996 acid spill
clean up. On August 22, 1997, I saw the 5 bulk boxes stored at an
unauthorized end point, RV Circuits buildings' old plating room.
2. 25189.5 ASC: On or after September 11, 1996, RV/PR left a used metals
filter on the east side of the RV Circuits building. On August 22,
1997, Mr. Hinkley placed the filter on the open box of metal sludge.
3. 25201(a)HSC: RV Circuits/PR stored 5 bulk boxes of hazardous sludge on
site in excess of 90 days ie. September 11, 1996 to August 22, 1997.
4. 25201(a)HSC: RV Circuits has a stockpile of soil in the yard from the
October 22, 1996 re-excavation and re-sampling of acid/metal containing
soil in the spill area. The stockpile has been stored on site in excess
of the ninety (90) day limit is. October 22, 1996 through August 22,
1997.
S. 66262.11 California Code of Regulations(CCR) : On and after September
11, 1996 RV Circuits/Precious Resources stored 5 bulk boxes in the old
plating room without identifying the levels of contamination which were
in the metal sludge from absorbent and clean up of acid spill. No
laboratory test results have been received from any laboratory tests
run on the 5 bulk boxes of sludge.
A Division of San Joaquin County Health Care Services
