V. Circuits (RV) , 916 S. Center Street, Stockton CA follow up <br /> inspection August 22, 1997 for the September 6, 1996 Emergency Response - <br /> site clean up status. <br /> On August 22, 1997, I contacted Mr. Hinkle concerning hazardous waste <br /> generated from Emergency Response Complaint #C0006857, to acid release at RV <br /> Circuits. Mr. Hinkle told me that hazardous waste from the acid release was <br /> being stored inside the RV Circuits in five (5) bulk boxes. The bulk boxes <br /> are in addition to the waste stockpile and five (5) bulk poly containers found <br /> in the yard on June 26, 1997 follow up inspection. During the June <br /> inspection, I photographed only waste stored outside of the RV building. <br /> I agreed to meet Mr. Hinkle at 916 S. Center Street 10:30 am for a follow up <br /> inspection at RV Circuits. The following violations of the California Health <br /> & Safety Code (HSC) and the California Code of Regulations (CCR) were observed <br /> by me during the inspection: <br /> VIOLATIONS/OBSERVATIONS: <br /> 1. 25189.5 California Health & Safety Code (HBC) : Before or on September <br /> 11, 1996, R. V. Circuits (RV) /Precious Resources (PR) filled 5 plastic <br /> lined bulk boxes with acid/metal contaminated sludge (approximately two <br /> and a half cubic yards total) from the September 6, 1996 acid spill <br /> clean up. On August 22, 1997, I saw the 5 bulk boxes stored at an <br /> unauthorized end point, RV Circuits buildings' old plating room. <br /> 2. 25189.5 ASC: On or after September 11, 1996, RV/PR left a used metals <br /> filter on the east side of the RV Circuits building. On August 22, <br /> 1997, Mr. Hinkley placed the filter on the open box of metal sludge. <br /> 3. 25201(a)HSC: RV Circuits/PR stored 5 bulk boxes of hazardous sludge on <br /> site in excess of 90 days ie. September 11, 1996 to August 22, 1997. <br /> 4. 25201(a)HSC: RV Circuits has a stockpile of soil in the yard from the <br /> October 22, 1996 re-excavation and re-sampling of acid/metal containing <br /> soil in the spill area. The stockpile has been stored on site in excess <br /> of the ninety (90) day limit is. October 22, 1996 through August 22, <br /> 1997. <br /> S. 66262.11 California Code of Regulations(CCR) : On and after September <br /> 11, 1996 RV Circuits/Precious Resources stored 5 bulk boxes in the old <br /> plating room without identifying the levels of contamination which were <br /> in the metal sludge from absorbent and clean up of acid spill. No <br /> laboratory test results have been received from any laboratory tests <br /> run on the 5 bulk boxes of sludge. <br /> A Division of San Joaquin County Health Care Services <br />
