This facility does not have a valid ID number to manage hazardous waste. A hazardous waste generator shall not treat, store, dispose of,transport or offer for transportation, hazardous waste without an ID number. If you or your business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous waste,then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web site http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to apply for an ID number. Immediately obtain an ID number to manage hazardous waste and submit evidence to the EHD. This is a minor violation. 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. A pH waste neutralization system was observed during the inspection. According to the manager, all waste water that is spilled from the dipping tanks is put into the waste neutralization system. Liquid from the dipping tanks can also spill into the secondary containment. Liquid was observed in the secondary containment. The manager stated that the liquid at the time was mainly DI water. The water was covering white stains from previous spills. The waste water from the plant enters a 1000 gallon acid waste tank and a 1000 gallon alkaline waste tank. The neutralized waste is discharged to the City of Stockton sewer system. Make a complete hazardous waste determination per Title 22 California Code of Regulations requirements for the spent wastes from the dipping tanks,the acid waste tank, and the alkaline waste tank. Send the results to the San Joaquin County Environmental Health Department(EHD). If the waste entering the neutralization system is hazardous waste,then this facility will need to obtain a hazardous waste treatment permit with the EHD. This is a minor violation. 104 CCR 66262.34(d)(2)No modified contingency plan. The manager stated that a contingency is in the process of being put together. The owner or operator shall prepare a contingency plan designed to minimize hazards to human health or the environment from fires, explosions, or any unplanned release of hazardous waste to air, soil, or surface water and immediately implement that plan whenever there is a fire, explosion, or release of hazardous waste which could threaten human health or the environment. Immediately prepare a contingency plan and submit a copy to the EHD. This is a minor violation. 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. At the time of inspection, it could not be demonstrated that employees who handle hazardous waste were properly trained. The manager stated that a full training plan was in the process of being generated and that it had not been completed and administerd. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for employees whose responsibilities include hazardous waste. This is a minor violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection.
