A hazardous waste generator shall not <br /> treat, store, dispose of,transport or offer for transportation, hazardous waste without an ID number. If you or your <br /> business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous <br /> waste,then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web <br /> site http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to apply for an ID number. Immediately obtain <br /> an ID number to manage hazardous waste and submit evidence to the EHD. <br /> This is a minor violation. <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> A pH waste neutralization system was observed during the inspection. According to the manager, all waste water <br /> that is spilled from the dipping tanks is put into the waste neutralization system. Liquid from the dipping tanks can <br /> also spill into the secondary containment. Liquid was observed in the secondary containment. The manager stated <br /> that the liquid at the time was mainly DI water. The water was covering white stains from previous spills. The waste <br /> water from the plant enters a 1000 gallon acid waste tank and a 1000 gallon alkaline waste tank. The neutralized <br /> waste is discharged to the City of Stockton sewer system. <br /> Make a complete hazardous waste determination per Title 22 California Code of Regulations requirements for the <br /> spent wastes from the dipping tanks,the acid waste tank, and the alkaline waste tank. Send the results to the San <br /> Joaquin County Environmental Health Department(EHD). If the waste entering the neutralization system is <br /> hazardous waste,then this facility will need to obtain a hazardous waste treatment permit with the EHD. <br /> This is a minor violation. <br /> 104 CCR 66262.34(d)(2)No modified contingency plan. <br /> The manager stated that a contingency is in the process of being put together. The owner or operator shall prepare <br /> a contingency plan designed to minimize hazards to human health or the environment from fires, explosions, or any <br /> unplanned release of hazardous waste to air, soil, or surface water and immediately implement that plan whenever <br /> there is a fire, explosion, or release of hazardous waste which could threaten human health or the environment. <br /> Immediately prepare a contingency plan and submit a copy to the EHD. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated that employees who handle hazardous waste were properly <br /> trained. The manager stated that a full training plan was in the process of being generated and that it had not been <br /> completed and administerd. The generator must ensure that all employees who handle hazardous waste are <br /> thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for <br /> employees whose responsibilities include hazardous waste. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
