Box 806 Sacramento,California 95812-0806 Pete Wilson Peter Rooney Governor October 26, 1998 Secretary for Environmental Protection Mr. Jim Neil Sigma Circuits, Incorporated Stockton Division 1950 West Fremont Street Stockton, California 95203 Dear Mr. Neil: REVIEW OF REVISED HAZARDOUS WASTE SOURCE REDUCTION EVALUATION REVIEW AND PLAN AND HAZARDOUS WASTE MANAGEMENT PERFORMANCE REPORT Thank you for Sigma Circuits, Inc.'s revised 1995 Hazardous Waste Source Reduction Evaluation Review and Plan (Plan) and Hazardous Waste Management Performance Report (Report). The revised Plan and Report indicates that Sigma Circuits, Inc. has addressed many of the comments I outlined in a letter dated March 20, 1998. The process flow diagrams were very informative and well prepared. The waste generation data provided in the Plan and Report were also very informative and well formatted. The Report data indicates that Sigma Circuits, Inc. has achieved substantial reductions through its implemented source reduction measures (up to 28% using normalized data). It also appears that Sigma Circuits, Inc. is continuing its commitment to reduce wastes. There were only two comments that were not completely addressed in the Plan. I am providing these comments to you again for preparation of Sigma Circuits, Inc.'s 1999 Plan. My comments are as follows: • It was not evident that Sigma Circuits, Inc.'s Plan considered the criteria outlined in Section 67100.50)when evaluating its selected source reduction measures; and • The Implementation Schedule outlined in Sigma Circuits, Inc.'s Plan references months and weeks but it was unclear as what the actual start and completion dates were.
