9 NOVEMBER, 1992 <br /> REPORT OF VIOLATION AND SCHEDULE OF CORRECTION <br /> On June 10, 1992 the Public Health Services - Environmental Health Division <br /> Inspected E.R.Carpenter Co. , Lathrop. The following items are listed as <br /> violations . A description of correction follows each violation. <br /> 1 .Section 66265 . 16, Article 2 , Chapter 15, Title 22, CCR: Hazardous Waste <br /> Training Records for personnel were not on file. <br /> -The RCRA training program tapes have been viewed and documented by all <br /> first shift employees handling hazardous waste. Second and third shift <br /> should not handle hazardous waste during hours which the environmental <br /> coordinator is not present . <br /> 2 .Section 66265 . 52 , Article 3, Chapter 15, Title 22, CCR: The contingency <br /> plan did not contain an agreement or contract with an emergency response <br /> contractor to remediate any on site cleanup needs . <br /> -Falcon Energy Associates of Stockton,Ca. has been contacted and will <br /> serve as E. R. Carpenter' s hazardous waste remediation contractor. All <br /> the required transfer of infomation is currently taking place and there <br /> will be no cost at this time to contract this service. <br /> 3 .Section 66268 .7 (a) (6) , Article 1, Chapter 18, Title 22 , CCR: Land Ban <br /> certificates were not attached to four manifests in 1990 . <br /> -The previous TSD did not supply the required information. Van Waters & <br /> Rodgers is the new TSD and has satisfied this violation's correction. <br /> 4 . Section 66262 .40, Article 4, Chapter 12, Title 22, CCR: Records for waste <br /> oil, used oil filters, and Safety Clean solvents were not available for <br /> inspection. <br /> -Records for waste oil were inspected and found in compliance. The Safety <br /> Clean solvents and used oil filter records were kept in the traffic <br /> files . They have since been located with all other manifests in the <br /> pouring office. <br /> 5 . Section 66262 .34 (e) (1) (D) , Article 3 , Chapter 12 , Title 22 , CCR: One <br /> drum of methylene chloride waste was not closed. <br /> -Ed Ware has been asked to fabricate lids for all accumulation waste <br />
