Hazardous waste determinations have not been made for the <br /> following wastes observed at the facility: <br /> - Next to the hazardous waste storage area, a 55 gallon white poly drum labeled as"citric acid neutralized absorbent <br /> pads"with a universal waste. When asked about this waste, Ms. Hardy explained that it is labeled as universal waste <br /> because they don't believe it is hazardous waste, but it cannot be put in the trash. <br /> - In the yard behind the facility, ten plastic tubes with no legible labeling of unknown contents. <br /> - In the yard behind the facility, solid accumulation on the bottom of a tank labeled "non potable water wash water." <br /> -A pile of diatomaceous earth, rags, absorbent pads, and other debris was observed in the yard behind the facility. <br /> - In the outdoor chemical storage area, solid accumulation on the bottom of a tote. <br /> - Filter pads from the liquid filtration system <br /> -White staining was observed on and around the liquid filtration system in the main building. <br /> - Inside the main building, a 5 gallon plastic bucket of solids, including rags, absorbent pads, and gloves, covered with <br /> a white solid powder. <br /> -Inside the main building, a 55 gallon blue poly drum of an unknown white solid. <br /> -Inside the main building, a blue poly drum with unknown contents, labeled with a blank non-hazardous waste sticker. <br /> -Inside the main building, a blue plastic container with solids and an unidentified white powder. <br /> -Inside the main building, a 5 gallon white plastic bucket of unidientified liquid with floating debris. <br /> -In a trailer in the yard behind the facility, several buckets labeled as"Pure Chlor' partially full of liquid. <br /> -Liquid and sludge accumulated under the bleach bottle filling equipment. This accumulation was observed to be <br /> discolored and dirty. According to Mr. Jim Novak, the plant manager, dirt and dust from the open doors gets into the <br /> liquid. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of <br /> these wastes as non-hazardous, make a hazardous waste determination for the wastes listed above, and manage <br /> them according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br /> explaining how these wastes was managed. <br /> No waste analysis was available for the diatomaceous earth sludge waste. This waste is being disposed of as <br /> non-hazardous waste. A generator shall make a hazardous waste determination and keep a record of any test <br /> results, waste analyses, or other determinations made in accordance with hazardous waste regulations for at least <br /> three years from the date that the waste was last disposed of. Immediately locate a copy of the waste analysis <br /> conducted for the diatomaceous earth =waste and submit a copy to the EHD.
