San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 7" <br /> Telephone: (209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SIERRA CHEMICAL CO STKN 1010 INDUSTRIAL STOCKTON October 30 2015 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS Il,or MINOR-Notice to Comply) , <br /> Item # Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> The following were observed at the facility: <br /> -Caustic and bleach sample jars were observed in the sample storage area with white solid accumulated on their lids <br /> and on the storage shelving. <br /> -Inside the main building, a white solid was observed accumulated on the wooden pallets beneath blue plastic <br /> containers marked as hypochlorite solution. <br /> -In the yard behind the facility, a 1 gallon can of"asphalt sealer"was observed leaking oily liquid onto the ground. <br /> -In the yard behind the facility, hydraulic oil was observed spilled onto the ground from landing gear stored in a junk <br /> pile. <br /> -In the outside chemical storage area, white staining was observed on the asphalt and the ground. <br /> -The diaphragm sump pump on the Powell machine was observed with an accumulation of solids on and under it due <br /> to a leak of sodium hypochlorite. <br /> -Solids accumulated in the secondary containment under the sodium hypochlorite solution 1791 tank in the Powell <br /> area. <br /> -Solids accumulated on the sodium hypochlorite piping joints and fittings attached to the tank in the Powell area. <br /> -White staining and concrete etching was observed on the ground leading to a sump near the sulfuric acid tank area. <br /> -The secondary containment coating under the outside hydrochloric/sulfuric acid tank area was observed peeling and <br /> deteriorated. <br /> -The secondary containment under the indoor bleach bottle filling equipment was observed deteriorated. <br /> -The secondary containment at the outdoor hydrochloric acid filling/bottling area was observed deteriorated. <br /> - White powder was observed on and around the paper bags of chemicals, stored on wooden pallets on the floor in the <br /> main building, , dusting the outside of the bags, spilling from broken bags, and accumulating on the pallets and the <br /> floor. The bags of chemicals included soda ash, sodium bicarbonate, magnesium oxide, calcium chloride, aluminum <br /> sulfate, and caustic soda beads. According to Mr. Novak, this waste is swept up with the floor sweeping compound <br /> and put in the trash. No containment was observed for collection of these wastes. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up all <br /> hazardous waste spills and stains, manage according to Title 22 hazardous waste regulations, and take all necessary <br /> actions to prevent possible releases. Submit a statement and supporting documentation explaining how this waste <br /> was managed. <br /> This is a Class II violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> A spill pallet was observed in the yard behind the facility with white solids accumulated at the bottom; according to <br /> Ms. Hardy, the solids are a dried caustic. According to the attached inspection tag, the eyewash station in the shop <br /> was last checked on November 19, 2012. All facility communications or alarm systems, fire protection equipment, <br /> spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary <br /> to assure its proper operation in time of emergency.
