Ms. Hardy stated <br /> "if we neutralize it, it's not an acid and then it can be disposed of." No facility shall treat, store, or dispose of <br /> hazardous waste at the facility, area, or site, unless permitted for the treatment activity by the Department of Toxic <br /> Substances Control (DTSC)or the local CUPA. Immediately obtain a permit to treat hazardous waste from the San <br /> Joaquin County Environmental Health Department(EHD), or immediately stop all unpermitted treatment activities. <br /> Two 55 gallon white poly drums of liquid were observed in the yard storage area behind the facility. One of the drums <br /> was labeled"cor. liq. 8/17/15." According to Ms. Hardy, these drums of liquid were"brought back from a customer by <br /> mistake" and will be disposed of as hazardous waste. Ms. Hardy explained that empty containers are sent back to <br /> this facility for cleaning and reuse, and that during pick up of these empty drums, they occasionally pick up drums <br /> being used by their customers for waste storage, which is then driven back to this facility. This facility does not have <br /> a permit to receive off-site hazardous waste. No owner or operator of a storage facility, treatment facility, transfer <br /> facility, resource recovery facility, or disposal site shall accept, treat, store, or dispose of hazardous waste at the <br /> facility, area, or site, unless the owner or operator holds a hazardous waste facilities permit or other grant of <br /> authorization from Department of Toxic Substances Control (DTSC).
