San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SIERRA CHEMICAL CO STKN 1010 INDUSTRIAL STOCKTON October 30 2015 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> The following containers were observed with incomplete and missing labeling: <br /> -In the hazardous waste storage area, a 5 gallon white plastic bucket of sodium metabisulfite with no hazardous <br /> property or physical state marked <br /> -In the hazardous waste storage area, a 5 gallon plastic container of unidentified waste with no hazardous property or <br /> physical state marked <br /> - In the hazardous waste storage area, a 5 gallon white plastic bucket of sodium fluorosilicate with no hazardous <br /> property or physical state marked <br /> -An unlabeled bucket containing sodium hypochlorite solids under the piping on the Powell machine <br /> - Unlabeled sodium hypochlorite solids accumulated under the leaking diaphragm pump on the Powell machine <br /> - Uncontained solids in the secondary under the sodium hypochlorite solution 1791 tank in the Powell area <br /> -Solids accumulated in the secondary under the chemical storage tanks outdoors <br /> - In the storage area behind the facility, a cut up white tote containing a white solid accumulation <br /> -A piece of piping with an accumulation of corrosive solids resting on a spill pallet, uncontainerized, in the outside <br /> chemical storage area <br /> - In the yard behind the facility, a baler, identified as waste by Ms. Hardy, still containing used oil <br /> - In the main building, a blue plastic container containing oily liquid with a one gallon paint can and an oil jug <br /> - In the main building, a 5 gallon plastic container containing a solid, labeled"sodium hypochlorite,"with no hazardous <br /> waste labeling <br /> - In the main building, a 5 gallon white plastic container with no hazardous waste labeling, marked "spill rags"acid"' <br /> - Inside the main building, a white solid was observed unlabeled, accumulated on the wooden pallets beneath blue <br /> plastic containers marked as hypochlorite solution. <br /> -In the shop, a 55 gallon black steel drum of absorbent with the hazardous property marked as"other" <br /> -In a trailer in the yard behind the facility, a 55 gallon drum of used antifreeze labeled with only the contents and the <br /> words hazardous waste <br /> - White powder was observed unlabeled on and around the paper bags of chemicals, stored on pallets on the floor in <br /> the main building, , dusting the outside of the bags, spilling from broken bags, and accumulating on the pallets and <br /> the floor. The bags of chemicals included soda ash, sodium bicarbonate, magnesium oxide, calcium chloride, <br /> aluminum sulfate, and caustic soda beads. According to Mr. Novak, this waste is swept up with the floor sweeping <br /> compound and put in the trash. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties(ignitable, corrosive, reactive, toxic) <br /> -physical state(liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information.
