Despite U.S. EPA producing a signed receipt for its February 11, 2016 letter, we <br /> were unable to locate it at the corporate address, perhaps due to an error at the post office. In any <br /> event, we appreciate your flexibility and appreciate the opportunity to respond to the inspection <br /> findings. Please note that the Company has made diligent efforts to respond and provide all <br /> requested information. The information contained herein is made to the best of Sierra's <br /> knowledge and belief. We also note that Siena has in good faith invested significant time and <br /> effort in addressing various issues raised in U.S. EPA's findings even where Sierra does not <br /> agree there has been a violation. To that end, by this letter Sierra certifies that the areas of <br /> alleged noncompliance contained in your letter have been addressed and abated.' Sierra's <br /> measures, however, should not be viewed as an admission of any liability. <br /> If you require any additional information beyond that which is contained herein, please do not <br /> hesitate to contact us. <br /> 1 As you are aware, the San Joaquin County Environment Health Department concurrently <br /> inspected the Stockton facility, and many of the County's observations were similar to the U.S. <br /> EPA's observations. Sierra has already responded to the County's observations, and certified its <br /> return to compliance by way of the executed Return To Compliance Certification dated March 1, <br /> 2016.
