Allen, Ph.D
Chief, Northern California Section
D.O.H.S.
4250 Power Inn Road
Sacramento, Ca. 95826
Dear Dr. Allen,
In reply to your letter of July 28, 1986, the following corrections
have been taken:
Violation #1 Section 25191 (d) Division 20 Chapter 6.5
Lodi Metal Tech. , has applied for a variance to operate a
treatment of waste sludge. This consists of adding a water
absorbent material to the paint sludge which is in 55 gal.
drums. We are waiting for this permit from your department.
Violation #2 Section 66480 (a)
Ultra-Chem Co. of San Jose was our agent for buying chemicals.
They in turn hauled away our waste solvent and had them
re-cycled and returned to us. During this operation, no
manifests were made out. But since your department inspection
date, no waste product has been shipped out without a manifest.
This has been taken care of. At the time of inspection I
explained to Mr. Franz the problem Ultra-Chem has had and they
are now out of business.
Violation #3 Section 66508
We had labels filled out at the time of inspection, but they
were not attached to the barrels as they should have been.
The manager of our hazardous waste dept. is now placing labels
on drums to identify all drums, both empty or full with proper
identification, composition, physical state of waste as required
by law.
Violation #4 Section 67105 (d) Pertaining to documents and records
at the facility:
Bob Lind is Hazardous Waste Manager.
His job is to co-ordinate and train his assigned clean-up team,
and see that they have and use proper safety equipment and gear.
Pg. 1 o f 2
