History of Environmental Legislation <br /> 1972 Coastal Zone Management Act of 1972 <br /> The Army Corps of Engineers was directed to protect the coastal zone.The Act specifically recognized <br /> waste disposal as cause of serious environmental loses. <br /> ' 1972 Federal Water Pollution Control Act Amendments (PL92-500) <br /> Originally promulgated in 1956,these amendments authorized the USEPA to establish effluent discharge <br /> standards for 28 industrial categories and public treatment works to achieve secondary treatment. <br /> 1974 Safe Drinking Water Act <br /> The USEPA charged with responsibility for establishing maximum contaminant concentrations for 30 syn- <br /> thetic organic chemicals and 8 inorganic metals. These standards have been utilized in establishing stand- <br /> ards for what constitutes hazardous waste under RCRA. <br /> ' 1976 Toxic Substances Control Act (TSCA) <br /> Amended in 1981, 1983, 1984, 1986,and 1988. <br /> 1976 Resource Conservation and Recovery Act of 1976 (RCRA) <br /> The USEPA authorized to develop nationwide standards for hazardous waste management and solid waste <br /> disposal. <br /> 1980 Comprehensive Environmental Response Compensation and Liabilitv Act of 1980 . <br /> The USEPA program authorized to identify and respond to uncontrolled hazardous waste sites. Wastes <br /> ' from these sites that are shipped offsite must go to RCRA permitted facilities. <br /> 1984 Hazardous and Solid Waste Amendments (HSWA) (PL98-6161 <br /> ' HSWA amended many aspects of RCRA, including requiring a ban on disposal of certain wastes from land <br /> disposal.dual liners for land disposal.and development of air emission standards for RCRA facilities. <br /> 1986 Superfund Amendments and Reauthorization Act of 198b <br /> 1986 Safe Drinking Water Act Amendments (PL99-399) <br /> Under the amendment the USEPA was authorized to become more involved in protection of ground water <br /> ' resources and to set health-based standards for contaminants in drinking water. <br /> 1987 Water Quality Act of 1987 <br /> ' The Act amended the Clean Water Act, authorizing the USEPA to do more with respect to the regulation <br /> of to)6cs. In 1989 this led to the USEPA definine landfill leachate collection systems as a point source. <br /> Pretreatment of toxics under the program will produce more sludge requiring disposal.
