TESORO
Robert C.Donovan
Regional Supervisor,
Environmental Affairs 8 Engineering
February 21, 1995
Stockton Police Department
22 East Market Street
Stockton,CA 95201
Dear Sir or Madame:
Tesoro Refining,Marketing and Supply Company(Tesoro)owns and operates a petroleum products terminal
at 3003 Navy Drive in Stockton,California. Recently,Tesoro has made improvements to the water treatment
system at the facility. As part of these improvements, the State of California has determined that one
component of the system,an activated carbon water treatment unit, must be regarded as a conditionally
authorized hazardous waste treatment unit. In addition, the Tesoro facility occasionally generates hazardous
wastes during bulk product storage tank maintenance.
In compliance with California hazardous waste regulations(22 CCR 66265.53),Tesoro is herewith
submitting a revised copy of the Stockton facility hazardous waste Contingency Plan for your files. As part
of the California hazardous waste regulations,a copy of the hazardous waste contingency plan must be
distributed to area emergency responders, fire departments, and hospitals. This contingency plan deals only
with Tesoro's responses and procedures should a container of hazardous waste spill or be affected by some
other emergency.
If you have questions regarding this contingency plan, please contact me at(503) 242-0244. Thank you for
your attention in this matter.
Sincerely,Robert C.
