See the attached copy of the letter. <br /> #45 —Contingency Plan incomplete: Attached is a CD of our Facility Response Plan that <br /> you were not shown on your visit. It states the responsibilities of the Primary and <br /> Alternate Incident Commanders. This will satisfy # 1 of this section's "Notice to <br /> Comply". For the second requirement of "Local Arrangements", Pacific Ethanol is <br /> drafting a document to local agencies that satisfies the requirements. This letter will be <br /> mailed to those agencies by July 31, 2009.
