The site specific conditions
referenced in the facility's SPCC Plan must be part of the oil spill prevention control and
countermeasure training to meet the regulatory training obligation. This Leader Guide and
companion SPCC Presentation (Ver 1.1) were developed to satisfy these requirements.
This training session is divided into two parts to give the trainer flexibility in material
delivery. Both parts must be completed annually to satisfy the SPCC training requirements.
Part 1 requires approximately 25 minutes and Part 2 would require an additional 25
minutes to conduct. Follow the instructions below to customize this training to include site
specific conditions.
Instructions for Customizing this ECAP:
o Complete the Oil Spill Prevention 8 Response EPLS module associated with
this topic.
o Review the site SPCC Plan (Plan/Revision Date _/_/_) and prepare to
conduct the training by completing the "How to Prepare" section of this
Leader Guide.
o Review the companion SPCC Presentation (Ver 1.1).
